Interactivity such as feedback pages or comments existed in Web1. It's just that whoever designed the static web page also had to design the feedback mechanism from scratch through the use of the CGI (Common Gateway Interface) protocol using programming languages such as Perl.
Web2 inherited the building blocks put in place by Web1. While Web1 focused on both content and functionality, Web2 focused on ease of use.
