This is another enameled silver bar by Ceeco. It's part of a series of 12 Happy Birthday bars with flowers, which was issued in 1973. This particular bar is the Calendula October bar.
They seem to command a fair premium, which makes sense for such a nice looking bar. In general the Ceeco enameled bars are a good bet if you can find them in the generic bin, but that seems to be getting harder and harder as the spot price rises.
These were also numbered, and this one is number 005197
