Technology can be used in wars, even if your enemy nation pretended to not use the technology for weaponry, you can't assume they're being honest, you have to use it for weaponry too... That's why it's a Prisoner's Delimma. You can't trust the future benefits, because the immediate benefits allows the others to take yours.
