Does clothing cause bad intentions, or is it a reflection of one's mindset? If clothing is the reason, why are children—both girls and boys—also victims?
This is a thought-provoking question and requires critical thinking. There are a lot of people (both males and females) who are victims of rape. Society may be quick to accuse females for indecent dressing, but then, does the same apply to males who are victims? Every action first starts with a thought from the heart. Sometimes the eyes feed the heart until it becomes a reality, but there's always a cultivation, and it happens from the heart.
Does clothing cause bad intentions? Sincerely, yes, it does, and that's why the Bible speaks against causing one to fall. What the eyes see and the ears hear can influence certain intentions, but only our mindset cultivates it until it grows and bears fruit. The eyes and ears are two organs that transmit certain signals to the human brain, and this is why words can either motivate one to rise or fall. What we see sometimes becomes what we practice. All these points are to prove that clothing can influence certain intentions because our eyes are sensitive to what they see.

However, the bigger actor is you and what you allow into your mind. In a group of men who perceive a girl walking past with indecent dressing, 3 out of 10 may never take thoughts of her, while 7 do. The problem isn't that the 3 didn't see her, but that they didn't permit what their eyes saw to take hold of them. Once our eyes control our entire being, we are easily influenced by everything, and even what doesn't look indecent gives a certain aura that promotes bad intentions within you. This is the point where one becomes a beast, because his mindset has been defeated by bad thoughts.
So then, is it really the clothing or mindset? Even though clothing is a factor, the mindset is the problem. Once corrupt, it no longer needs a certain kind of dressing to influence it. This is why anyone can rape a man or child, because they're no longer influenced by their sight but by a mindset that sees anything naked before them and takes privileges if chances present themselves. What we call the devil is actually years of feeding our minds with thoughts until we become what we perceive and conceive in our hearts. It doesn't happen in a day; the thoughts had been fed for a long time. The only prevention is to guard our hearts from what they feed on.
