Introduction
With the increasing crises and problems at present, it has become very important for governments, especially in developing countries, to launch development plans and give priority to providing affordable housing, access to adequate water, and rural development.
However, the outcome of these development plans is known in advance and will be limited due to internal and external policy challenges. Such as corruption, mismanagement, and international sanctions (in certain cases), as well as low economic growth and constant high inflation rates.

These plans must focus primarily on achieving economic progress, which represents an important challenge for these governments, given its impact on other sectors and communities' living standards.At many points, policymakers were unable to make significant progress in the economy, and thus in the country's social indicators. We see that the residential sectors are suffering from price increases, amid continuing high inflation rates.
For example, in Lebanon, there are challenges in infrastructure, lack of resources, insufficient attention to the needs of the population, as well as bureaucratic and institutional obstacles, issues related to the legal status of land and buildings, and impractical housing sites. Furthermore, building housing in rural areas will affect residents’ access to urban services, resources, and opportunities due to the centralization of decisions and institutions. Therefore, quick reforms must be adopted, rather than adopting policies that address housing market problems in an ill-considered method.
It must also be emphasized that providing adequate housing also depends on providing water, which is among the important infrastructure services that affect people’s livelihoods. Water problems in Lebanon and the countries of the region in general have continued to worsen over recent years (which indicates the possibility of wars between countries over water). There is a shortage of sustainable water supplies.
Most importantly, no one has a clear strategy to respond to the increasing demand for water. Poor water management due to rapid urbanization and development has exacerbated water insecurity. Climate change is one of several factors affecting water availability, as is the poor construction of dams, which affects internal migration in these countries, specifically from the countryside to the cities which will lead to an imbalance in demographics.
Droughts and floods have become more frequent over recent years, increasing popular grievances because of the government's incompetence and political mismanagement. The issue of the increase in urban population raises important questions related to water management, housing, and rural development.
Conclusion
For governments, decision-makers, and policymakers it’s their job to find solutions and to work on improving people’s way of living by applying innovative ways, so it has become necessary to adopt new and modern policies, and one of these ideas could be the Blockchain technology due to the principle of decentralization which can facilitate the process of management and organization healthily and rapidly. It is also effective to benefit from cryptocurrencies for ensuring that urgent financial transactions are carried out quickly and transparently.
From here we discover once again that the best solution lies in adopting the new and advanced financial system instead of escaping from it.
